What is art? Can design be art? Can anything be art? People look at things, find them interesting, the composition is good, the colors attractive... so is that art?

I have a picture in my head right now. I women with hair down to her shoulders, bangs, a cigarette in her hand. She is looking a little off camera but is talking directly to us, as if she were pondering about something or another.
